From my experience, older URLs with strong backlinks usually hold their rankings. But if your internal links get outdated, they might not do as well. Keeping them updated and relevant can keep your content fresh and help with rankings. Also, for boosting your site's SEO, a good GSA SER list can really help. It supports your link-building by providing quality backlinks, which can boost your site's authority.
Well... if you DO test this, then it would be sensible to use something InLinks to do it, because you can simply change the "Target Topic" of any page in InLinks, and it will go and change all the internal links pointing TO that page on the fly. Any other method will probably need a lot of manual control and effort to implement... (Although, to include and alternative, I think LinkWhisper would also be easy at an exact match keyword level if you are using WordPress).

It surely helps and it is somehow needed IMHO for when you deal with - for instance - products that have considerable search interest shifts in terms of seasonality.
Related, but not identical, is diversifying the internal linking depending on real local interests/trends/seasonalities in the case of multi-country websites. In fact, a common mistake I see is the replication of the same main menu navigation used in the "main version" (i.e.: EN-US) for all the other versions existing.
Changing it monthly? I do not know. I mean, I would only change the internal links only when it is necessary and with enough time for Google to digest the changes and reflect them in the rankings.
On the other hand, I would do it for very specific cases aka the internal linking structure should not be changed almost completely every time we consider it should be changed.
Example: a florist website may not have yet an internal link in the main navigation to the Valentine's Day category at this moment (December 2023), but it should add it quite surely once the Christmas season ends (around January 6).
